AFP supports the “Friendswood Five” residents opposing the city’s plan to issue debt and buy park land outside the counties the city straddles. The Attorney General and state law doesn’t allow cities to purchase land outside the counties where they are located. The Friendswood City Charter prohibits issuing debt without voter approval, but voters rejected a $9 million bond initiative recently. Now city leaders want to issue $11 million in certificates of obligation without voter approval, and have filed action to force voters who reject their action to post a $1 million bond to silence taxpayers.
